Bilbro Inc., a San Diego-based construction consulting practice founded by Rob Bilbro, has celebrated its first anniversary focusing on two unique industry niches: healthcare facilities project management and surety claims.
Rob Bilbro has a worked in the San Diego construction industry for over 30 years, and Bilbro Inc. represents his third successful start-up. In Fall 2010, Bilbro sold his 13-year-old contracting company, Bilbro Construction Company, which provided shell construction and tenant improvement services for a variety of facility types, including healthcare and labs, private schools, commercial office, industrial, retail and banking.
In 2009, Bilbro Construction made its foray into military work and was awarded a Naval Facilities Engineering Command (NAVFAC) Southwest firm fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) multiple award construction (MACC) contract for new construction and renovation of general building construction. It was one of eight contractors selected from 46 firms that competed for the $ 750 million design-build MACC contract. With the devastating impact of the national economy on the local building industry, the award of this Navy contract provided tremendous value for the firm when Rob made the decision to sell.
Prior to forming Bilbro Construction, Rob was principal with Bilbro & Giffin, a construction program management consulting firm in San Diego, for eight years, where he helped manage a number of high-profile local projects including terminal renovations for Lindbergh Field, a biomedical research facility for Gemini Science, Inc, a division of Kirin Brewery Ltd; and a 156,000-square-fot manufacturing facility for Hydranautics.
Now, under the banner of Bilbro Inc., Rob is applying his extensive industry experience as a consultant in two primary focus areas. The first is healthcare work, particularly issues related to the impacts of California Senate Bill 1953, which requires all hospitals be structurally upgraded to Structural Performance Category (SPC) 2 standards. Drawing from his contracting experience working with UCSD Medical Centers, Rady Childrens Hospital, ScrippsHealth and Palomar Pomerado Hospital, Rob is able to provide clients with a unique insight into the complexities of this specialized work.
In June, Bilbro Inc. was put under contract by Sharp HealthCare as project manager for its two-year seismic retrofit project at Sharp Memorial Hospital in Serra Mesa, which will upgrade structural components for the South Tower (built in 1952) and Central Tower (built in 1972) to meet SB1953 standards.
Robs second focus area is that of a construction consultant to the surety industry. After three challenging economic years, eroding balance sheets and profit margins are exposing distress in construction contractors. As contractors find themselves in default, Robs role is to provide construction management expertise to the surety firms in the workout agreement to ensure the successful completion of their projects. He is a member of the Surety Association of San Diego and participated in the annual Western States Surety Conference in Seattle.
In the past year, Bilbro Inc. has also provided construction project management for Amos Investment Company, LP, which included a 7,500-square-foot medical office clinic in the Nestor area of South San Diego, and renovations to a Sensitive Compartmentalized Information Facility (SCIF) at the U.S. Navys Fleet Intelligence Training Center Pacific and HVAC modifications at Naval Base San Diego for Maritime Solutions, LLC.
As Rob celebrates his one-year milestone with Bilbro Inc., he has also just been named chair of the Industry Advisory Board for the Department of Civil and Environmental Engineering at California Polytechnic State University, San Luis Obispo, his alma mater. The mission of the advisory board is to assist the department in maintaining the excellence of the civil and environmental education programs and to encourage the department to continue its commitment to providing students with hands-on engineering education.
